Here you can find out how to increase or decrease the comfort of the Turn signals in the Mercedes W213.
I used DTS Monaco to make it.
Go to Front Body Controller BC F213, BR_213 (Daimler AG), Coding section: Domain: 005 OLC Blinker Model Write.
Before making any changes, please make a backup copy of your current coding.
PBMM ANZ TB from 3 (Factory) to 4 or 5 (desired number of cycles).
Perform coding.
No module reset required.

The message you are getting is a negative response from the ECU.
You need to unlock (firewall) on EZS and BCF (load those two files).

Go to the "Diagnostics Services" tab in DTS Monaco.
Expand EZS and find:

Code:
General -> Security Access Level 3B (click Transmit).

On the same tab "Diagnostics Services".
Expand the BCF and find:

Code:
General -> Security Access Level 37 (click Transmit), if there is no access level 37 ignore this step.
Session -> Extended start (click Transmit).

After coding, just in case, do a hard BCF reset:

Code:
ECU Reset -> Hard reset.
